2011 CROW RIVER FASTPITCH ASSOCIATION RULES
(UPDATED 4/7/11)
A. There shall be no more than twenty (20) players on a team roster. Team official rosters must be given to your Community Coordinator by June 6, 2011, to be eligible for State Tournament participation. The official roster is the ASA-MSF Player Waiver, Release of Liability, Indemnification Agreement and Official Team Roster 3-part form. All three copies must be given to your Community Coordinator. The Community Coordinator must then forward all of their community’s roster forms to the CRF League Director by June 15, 2011. Two roster changes may be made prior to June 30, 2011. No pick-up players are allowed. Player's age is determined as their age on December 31, 2010.
B. Double Rostering- Players names may appear on more than one roster within a division or across age divisions. Each player may only participate in one State Qualifier and may only participate in State with that team. If team fails to qualify, player is ineligible to join another team to play in State competition without prior approval from the CRF League Director.
C. Any team more than 1/2 hour late will forfeit the game. Failure to show without notice is a forfeit.
D. At the time limit, complete the current inning. If teams are tied, the game will be declared a regulation tie game.
E. The home team will furnish the umpire. Umpires must be ASA sanctioned in 18U, 16U and 14U. It is also recommended at the 12U and 10U. If no umpire shows up, the head coaches shall mutually agree on how the umpiring is done. If an ASA sanctioned umpire is not available to work the game (18U, 16U & 14U) the visiting coach has the option not play the game and take a forfeit. If the visiting coach agrees to play without an ASA sanctioned umpire, the result of the games will stand. Coaches must agree prior to the first pitch being thrown.
F. The home team will furnish one new ball, as supplied by the CRF league, and one good used ball. Only 12 inch optic yellow red stitched balls are to be used in 18U, 16U, 14U and 12U. The 10U division will use an 11 inch optic yellow red stitched ball.
G. Home team scorebook is the official book. It is suggested that the score be checked between teams after each half inning.
Except where modified by these rules, all play shall be governed by the
2011 ASA*USA softball rules of play.
1. A five (5) run limit per inning for the first four (4) innings is used in CRF 14U, 12U and 10U league games. The fifth through seventh innings are open.
2. Run Rule: 5 inning games: 15 runs after 3 innings (18U, 16U, 14U, 12U Tier I)
7 inning games: 10 runs after 5 innings (12U Tier II & 10U)
3. All players MUST wear NOCSAE approved batting helmets with NOCSAE approved facemasks and chin straps properly fastened when batting, running bases or coaching a base.
4. Any player warming-up a pitcher must wear a catcher’s helmet/mask (batting helmets are not allowed).
5. On-deck batter MUST stand in front of their own dugout. On-deck batters are NOT allowed to stand in front of the opposing team’s dugout.
6. ASA/MSF and CRF do NOT require that an offensive player slide to avoid contact with a defensive player having possession of the ball or about to play the ball. The offensive player is required to avoid VIOLENT contact with the defensive player by stopping, going under or over, running around the defensive player within the defined base path or sliding. Violent contact is determined by the umpire.
7. Only coaches or managers are allowed to talk to the umpire concerning umpire decisions or calls.
8. Adults or players may coach a base. If a player or a minor coaches a base a batting helmet with facemask and chin strap must be worn.
9. A pitching circle is required and shall be 16 feet in diameter.
10. Pitching distances are:
18U & 16U are 43 feet between pitching plate and home plate
14U & 12U are 40 feet between pitching plate and home plate
10U is 35 feet between pitching plate and home plate
11. If an error in field setup is found, it is to be corrected immediately and play continues.
12. Rules specific for upper and lower divisions are as follows:
Division 10U:
1. Game time is 6:30 PM.
2. Games will be 7 innings or 2 hours.
3. Stealing:
d. Dropped third strike, batter is out and runners may not advance.
e. Batter may not attempt to take second base on a walk.
f. Base runners may be put out on a pick-off attempt at any base by the catcher, but may not advance.
4. Batters cannot walk, however, batters can strike out.
5. A pitcher will pitch a maximum of five pitches ruled balls to the batter. After ball five the coach will step in to pitch. The pitcher will then resume with the next batter.
6. Defense may play four (4) outfielders.
Rainouts: Both teams have one week from the game date to agree on a makeup date. If a date cannot be agreed upon the CRF League Director will assign a date.
Cancellations: The opposing team coach can determine whether to take a forfeit or agree to a make-up date. If a make-up date is agreed upon, that date becomes the official game date.
Complete Game: In the case of rain or darkness (umpire's discretion), a game is complete after three (3) innings unless the home team is leading in the bottom of the third. A suspended game is continued from the point at which it was stopped, including score, inning, outs, base runners and count on batter. Batting order and field positions are at the discretion of the coach, but should be maintained as close as possible to thatof the suspended game.
PLAYERS PARTICIPATING BELOW THEIR AGE LEVEL
The following conditions will apply to players, teams of said players and the communities having said players.
1. Player participating below their age level as defined by ASA/MSF rules will NOT be permitted to play in ASA/MSF sanctioned tournaments including State Qualifiers and the State tournaments. A player’s age is determined by their age on December 31, 2010. Overage players may not pitch in league play.
2. Teams having one or more overage players must clearly identify these players on the team roster by marks at each end of the registration line for the player.
3. Communities having one or more overage players MUST email the CRF league director identifying the player(s), stating that the community understands that these players are ineligible for play outside the CRF regular season games. The e-mail is due to the league director by the first week of June. Failure to comply will result in a community's team(s) at the affected age level being barred from the CRF State Qualifier tournament.
